Can I really get on the Internet quickly, cheaply and easily and do business with companies around the world?
Issue: Access to the Infrastructure and Marketspace
The answer depends on where you are, who you are trying to reach and what kind of business you want to conduct. To be truly effective, the Internet and the other public and private networks that make Global Electronic Commerce possible must be reliable and widely accessible in all corners of the world. To support the millions of non-stop, transnational communications and exchanges of information, including data, video images and voice, a high-bandwidth infrastructure must be deployed locally, nationally and internationally. Both well-known, wired technologies and new wireless and satellite services can be used to build the needed networks. Enabling competition among possible providers of network transmission services will spur investment in these advanced networks. At the same time, competition will ensure broad market availability of advanced online services, information technology equipment and software. The major countries of the world have already agreed, through the World Trade Organization, to open their telecommunications markets. These agreements provide a good start toward fostering competition and should be implemented quickly.
